Longtime Sen. Jon Kyl, R-Ariz., will return to Washington to fill John McCain’s Senate seat, Arizona Gov. Doug Ducey announced Tuesday. Kyl served in the Senate from 1995 to 2013 and rose to Senate minority whip. A special election will be held in 2020 to determine who serves the remainder of McCain’s term.
