Crews Fight 'Devastating' Fire at Paper Mill in Biting Cold
Firefighters battled a seven-alarm fire that engulfed a New Jersey paper mill Wednesday in the freezing cold as the blaze sent smoke and flames billowing into the air that could be seen for miles, authorities said.
The fire broke out inside a warehouse building at Marcal Paper Mills, on Market Street in Elmwood Park around 5 p.m. Wednesday, officials said. The water used by firefighters was quickly turning to ice as the sub-zero wind chills devastated the tri-state area.
The building houses a number of paper products, including large paper rolls, Elmwood Park Police Chief Michael Foligno said at a press conference. The roof of the building collapsed not long after the fire started, he added.
No injuries had been reported as of Wednesday night, but firefighters were struggling to put out the flames due to the cold weather and visibility issues caused by the smoke, Foligno said.
"The wind is not helping, and the cold is causing the fire to spread rapidly," he said. “The cold slows you down, and it causes it to be more difficult to fight the fire."
Embers were traveling in the direction of some homes and businesses to the east of the mill, but Foligno noted that fire crews were monitoring the area. The paper inide the mill helped fuel the blaze.
In a statement, the president and CEO of Soundview Paper Company, which owns the mill, said none of the approximately 200 employees who were working at the mill when the fire broke out were injured.
"The full extent of the damage to our facility is not yet known, but we know the impact will be incalculable to the lives of our dedicated workers and our business as a whole," Rob Baron said.
"Our top priority in the coming days and weeks will be to support our associates at Marcal whose lives will be directly impacted by this disaster," he added, calling the fire "devastating."
The fire forced several businesses in the area to close early due to safety concerns and explosions were heard in the area; workers said there were propane tanks inside the building.
Smoke from the fire could be seen in parts of New York City, according to the city's emergency notification system.
Wednesday night's fire wasn't the first one to break out at the mill, Foligno said.
Earlier this month, the roof of the mill caught fire, NorthJersey.com reported at the time.
"It's frequent. It's a paper mill, so it happens a lot. We're used to it, they're used to it," Foligno said Wednesday. "It doesn't surprise us but we want to make sure that it gets knocked down quickly."

Brain-Freezing Cold, Biting Wind Grip Tri-State; Worst Ahead
Wind chill warnings and advisories have been issued for much of the tri-state area until Thursday ahead of an arctic blast that will send temperatures into the teens, though it will feel like well below zero and delaying more than 100 schools around the region.
The arctic air mass that brought record-breaking cold across the Upper Midwest and Great Lakes capped daytime highs Wednesday in the mid-to-upper 20s at best has arrived in the tri-state. It will blast the region with frigid temps and dangerously cold wind chills all day Thursday. Temperatures will dive into the single digits in and around the city overnight, falling below zero across many of the northwestern suburbs.

More clouds followed by a quick burst of snow generated by the arctic front swung through Wednesday afternoon, temporarily impacting travel. Snow squalls along with powerful winds capable of gusting over 50 mph could rapidly reduce visibility on the roads, and lead to some slippery surfaces in spots during the commute, Storm Team 4 said.

By the time people wake up Thursday morning, it'll feel like 10 to 25 below, courtesy of the biting winds. Even though partly sunny skies are expected Thursday, highs will only be in the 10s with wind chills staying well below zero throughout the day, Storm Team 4 says.
The weather improves slightly on Friday, bouncing back up to a comparatively balmy 24 degrees, then should rise above freezing Saturday and soar to near 50 degrees on Sunday as the temperature roller coaster continues.

Smoke From Mill Fire Is So Thick It's Seen on StormTracker 4
An inferno at a paper mill in New Jersey that could be seen and smelt for miles was so intense that the billowing smoke showed up on NBC New York's StormTracker 4, the most powerful radar in the tri-state.
StormTracker 4 showed a blue streak stretching from Elmwood Park next to Interstate 80 and stretching all the down over Hempstead on Long Island and continuing over the ocean.
The fire broke out inside a warehouse building at Marcal Paper Mills, on Market Street in Elmwood Park around 5 p.m. Wednesday, officials said. No injuries were reported, but the cold weather made the fire fight much more difficult for firefighters.
StormTracker 4 got a workout Wednesday from snow squalls to smoke. Birds are sometimes picked up on the radar, Storm Team 4 meteorologist Janice Huff said.

ME: Health Issue May Have Made Mom in Subway Death Fall
The city's Chief Medical Examiner said Wednesday the young mother from Connecticut found dead at the bottom of subway station steps in Manhattan, a stroller with her 1-year-old daughter in it still in her arms, had no signs of "significant trauma," and it appeared her death could be related to a "pre-existing medical condition."
Malaysia Goodson, a 22-year-old mom from Stamford, and her daughter Rhylee were found on the southbound platform inside the Seventh Avenue B D E subway station in Midtown Monday evening.
Her daughter Rhylee wasn't hurt, Goodson's family told News 4, and is staying with her father.
In a statement issued Wednesday afternoon, Chief Medical Examiner Dr. Barbara Sampson said: “While the cause of death is pending in this case, we can state that there is no significant trauma, and this fatality appears to be related to a pre-existing medical condition.”
Regardless of the cause, Goodson's death -- at a station that does not have an elevator, just two escalators that go up -- prompted mass calls for increased accessibility across the city's transit system, including from the mayor himself.
De Blasio said her death never should have happened.
"The subway system is not accessible for everyone and that's an environment the MTA should not allow," he tweeted.
The MTA also released a statement on Goodson's death Tuesday, calling it "a heartbreaking tragedy" and saying "the MTA, medical examiner's office and NYPD are conducting a full investigation."
Family members tell News 4 that Goodson, who worked at a day care in her home town of Stamford, was in the city visiting a cousin, though appeared to have been alone when she went into the subway Monday night. The family used to live in New York City so has lots of relatives and friends there.
"At this point, I don't even know, I'm just in shock," said her mother Tamika Goodson. "I don't know which way to go."
Goodson's daughter Rhylee is her only child. The young woman's brother described his late sister as protective and caring.
"She was a good sister. She was protective. No matter what, she would protect me and my brother and sister," said Shawn Goodson.
He said his sister was loved by all, and he's been getting hundreds of condolence messages on social media.
Officials say a preliminary MTA investigation Monday night found the stairs, railing and floor in good condition. Most staircases and railings are inspected every three days, but some stations are inspected daily. Elevators, meanwhile, are inspected up to six times every day -- and in 2018, systemwide elevator availability was 96.5 percent, the officials said. Currently, just 118 of the city's 472 subway stations have elevators, but officials say MTA President Andy Byford's Fast Foward Plan calls for a dramatic expansion of accessibility -- one that would require riders to go no more than two stops without access.
The ultimate goal, officials said, is maximum possible systemwide accessibility within 15 years.
"It's absurd that in 2019 there's not more elevators," said subway rider Jessica Courtney. "It's completely ridiculous."

Police Shoot Man Who Pointed Pellet Gun at Them: NYPD
Two police officers shot a man in Brooklyn after he got out of his car and pointed what they later discovered was a pellet gun at them, the NYPD said.
Three officers were driving in an unmarked vehicle around 6:20 p.m. Wednesday when they spotted a man driving a Toyota Camry in an erratic way with no headlights on near New Lots and Pennsylvania avenues in East New York, police said.
When the officers tried to get the man to pull over, he initially refused to stop, according to police. He eventually stopped abruptly near Van Siclen and New Lots avenue in East New York, police said.
After officers pulled up behind the man's car, he got out of his car holding a gun, the NYPD said.
The man then walked toward the officers and pointed the gun at them, at which point two of the officers shot at him, hitting him three times, police said.
The man was taken to Brookdale Hospital, where he was listed in critical condition, according to police.
The gun he pointed at the officers, which was later determined to be a pellet gun, was recovered at the scene, police said.

Delta Flight Canceled After Co-Pilot Accused of Drinking
A Delta flight from Amsterdam to New York was cancelled on Sunday after a co-pilot was accused of drinking before boarding.
Delta Flight 47 was at first delayed and then cancelled after the co-pilot was pulled aside before boarding and officials voiced concerned that he was intoxicated.
A Delta Airlines spokesman confirmed the flight cancellation. “Customers on Delta Flight 47 were reaccomodated on an alternate flight with Delta’s apologies for the inconvenience," the spokesman said.
A source familiar with the matter said the co-pilot is believed to have been over the legal limit for operating an aircraft and that Dutch authorities were leveling a fine. A second source said there was a “crew duty issue” and, as a result, the flight was cancelled.
Flight 47 was scheduled to fly Sunday at 9:51 am.
One Dutch media report said the 51 year-old pilot was three times over the legal limit when local authorities administered a breathalyzer.

Retired Correction Officer Shot Alleged Thief in Head: NYPD
A retired correction officer fatally shot a man who was allegedly trying to break into his car, police said.
The retired New York City correction officer saw two men trying to break into his parked car in Laurelton, Queens around 1:15 p.m. Wednesday, the NYPD said.
When the retired officer confronted them, one of the men pistol-whipped him, at which point the retired officer fired his own gun, hitting one of the men in the head, according to police.
The man the retired officer shot was taken to Jamaica Hospital, where he was pronounced dead, police said. His gun was recovered at the scene.
The other man fled the scene and is still at large, according to police.
The retired officer was treated for lacerations to his face and is in stable condition, police said.
Police didn't immediately release the name of the man who died. An investigation is ongoing.

Snow Squall Leads to 'Mass Casualty' Crash Along Pa. Highway
A 27-vehicle crash involving trucks and cars during a whiteout from a snow squall injured 24 people and snarled traffic on a busy eastern Pennsylvania highway Wednesday afternoon.
The crash blocked all lanes of U.S. Route 222 southbound in Wyomissing, Berks County, between the U.S. Route 422 westbound and Lebanon/Penn Ave-West Exit and Pennsylvania Route 724 - Sinking Spring/Shillington Exit around 1:25 p.m.
A Level 2 Mass Casualty Incident was declared meaning up to 25 people may have been hurt, Berks County dispatchers said.
Ultimately, police determined a total of 24 people reported injuries. Of the victims, 15 were evaluated at the scene, nine were taken to Reading Hospital and eight were taken to the Spring Township fire station on Monroe Avenue in West Lawn where they reunited with their family members.
Of the nine people who were hospitalized, two of them were critically injured.
A snow squall caused whiteout conditions at the time of the crash, PennDOT spokesman Ron Young said. Snow could be seen on the roadway after the wreck.
The snow squall that caused the crash comes on the heels of record-setting cold weather across America's Midwest, which sent parts of the country into sub-zero temperatures colder than Antarctica.
Video posted to the Reading Eagle's Facebook page showed at least two vehicles off the road and a jackknifed tractor-trailer at the front of what appeared to be a chain reaction with the big rig in the front.
Officials say 27 vehicles, including two big rigs, a dump truck and large box truck were involved.

NJ Special Ed Teacher Busted for Alleged Sex With Student
A New Jersey special education teacher was arrested for allegedly having sex with a student.
Alexandra Reiner, 30, of Eastampton, New Jersey, was arrested and charged with sexual assault and endangering the welfare of a child.
Reiner teaches special education at Rancocas Valley Regional High School. The investigation began last week when district officials reported to the Burlington County Prosecutor’s Office information alleging that Reiner may have had an inappropriate relationship with a male student at the school. Investigations say the relationship occurred in December of 2018 in Mount Holly and Lumberton.
Police have not released the age of the victim in order to protect his identity.
Reiner was taken into custody Tuesday night and will be lodged in the Atlantic County Jail in May’s Landing. The Burlington County Prosecutor’s Office and Mount Holly Police continue to investigate.

Real Golden Grenade Found in Checked Bag at Newark Airport
File this under a "bad idea."
TSA officers detected a golden grenade in a checked bag at Newark Liberty International Airport Wednesday morning.
According to TSA, upon inspection, it was determined the golden device was an actual grenade that was made inert.
The man who was in possession of the grenade said he was flying to military training, according to the TSA.
TSA officials allowed the man to fly to Phoenix, his destination — without the grenade.
Officials warn that grenades — live or inert — are not allowed on planes, even in checked bags since they look real and look live on an x-ray monitor.

Powerful Philly Union Leader Accused of Elaborate Embezzlement Scheme
Baby wipes, Q-Tips, bottled water and expensive dinners were all part of an elaborate embezzlement scheme by powerful electricians' union leader John "Johnny Doc" Dougherty and Philadelphia Councilman Bobby Henon, according to a federal charging document unsealed Wednesday morning.
Dougherty, whose brother sits on the Pennsylvania Supreme Court, exerted complete control over the union, according to the 116-count indictment, using that power to "repeatedly and persistently steal its funds and put his own self-interests over that of the membership."
He also helped propel Henon, a Local 98 staffer, into a powerful leadership position on the Philadelphia City Council to apply pressure to other trade groups and businesses, prosecutors allege.
“I don’t give a f--- about anybody, all right, but f---ing you and us, and you know that," Henon told Dougherty in 2015 when reassuring him about their quid pro quo relationship.
All told, the defendants, which included several IBEW Local 98 union employees and associates, misspent more than $600,000 in union funds, officials said.
The sweeping 160-page presentment alleges that Dougherty and his co-defendants conspired to embezzle union money for their own families, friends and business. They concealed these funds by falsifying documentation to make the money appear union-related, according to the indictment.

Charges include conspiracy to embezzle labor union funds, falsification of labor union records, making false statements to the FBI and theft from employee benefits, among many other counts.
Dougherty and Henon have denied all of the allegations.
In addition to Dougherty and Henon, six IBEW Local 98 leaders were also named. They are:
- Brian Burrows, president since 2008
- Michael Neill, director of training since 2008
- Marita Crawford, director of government affairs
- Niko Rodriguez, former union apprentice and now-treasurer of Brighter Pennsylvania PAC
- Brian Fiocca, union employee and Dougherty's nephew
- Anthony Massa, owner and operator of Massa Construction
The defendants allegedly spent thousands of union dollars on expensive family meals, baby supplies, hair styling items and even dog food, federal officials said.
During a birthday dinner for Dougherty in 2015, Crawford used a union credit card to spend more than $1,300 at the Old Homestead restaurant, in Atlantic City, New Jersey, according to the indictment.
Crawford falsely reported to Local 98 that the birthday dinner was a “Political Campaign Meeting Hosted by John Dougherty.”
“I got a different world than most people ever exist in. I am able to take care of a lot of people all the time," Dougherty allegedly said to a family member, according to the indictment.
The alleged embezzlement outlined in the indictment took place between 2010 to 2016.
Dougherty's personal attorney, Henry Hockeimer, denied any wrongdoing on behalf of his client.
"Every move he makes is done in order to better the lives of the membership of Local 98. And the dramatic increase in wages, health care benefits and the overall standard of living for the membership is a testament to that singular focus," the statement read. "To allege that John in any way attempted to defraud the Union he cares about so deeply is preposterous."
The charges point to dizzying schemes between Dougherty and Henon that, ultimately, did benefit the union itself. In July 2015, for example, the two conspired to shut down the installation of a new MRI machine at the Children's Hospital of Philadelphia because Local 98 was not given the opportunity to bid on the project. CHOP responded that the manufacturer was installing the machine in order to keep it under warranty should it fail or need repair in the future.
“It is also an L&I violation ... you don’t want a city thing shutting it down," Dougherty reportedly told a hospital administrator. "We have had other hospitals shut down because of that.”
Henon referred the dispute to the city's Department of Licenses and Inspection, which ultimately issued a stop work order for the MRI machine installation.
In another scheme, Henon and Dougherty allegedly pressured Comcast during its franchise licensing agreement talks, according to the indictment. The two warned Comcast that if the cable provider did not hire union workers to install its fiber optic network, city council would not approve the franchise agreement.
Comcast, the parent company of NBC10 and Telemundo62, said it "cooperated fully" with the federal investigation and will continue to do so as a fact witness.
The charges revealed Wednesday come more than two years after the FBI and IRS raided over a dozen offices of people connected to IBEW Local 98, including Dougherty.
Earlier this week, two additional associates were indicted.
George Peltz, a South Jersey contractor and an ally of Dougherty's, pleaded guilty to tax evasion, theft from employee benefits and other charges. He admitted to providing more than $60,000 in gifts and free work, including home and office improvements, to an unnamed union official.
Many people have speculated that unnamed official, identified simply as Official No. 1 in federal documents, is Dougherty.
Dr. James Moylan, the former Zoning Board Chairman of Philadelphia, was also indicted in connection with the investigation. Prosecutors said he used more than $40,000 in union donations to pay his business and personal expenses. He stepped down as zoning board chair after federal agents raided his home and chiropractic business.
Despite never holding public office, the 58-year-old Dougherty has long been one of Philadelphia’s most powerful political figures.
He is head of the broader Philadelphia Building Trades Council, and has sat on influential boards, such as the Delaware River Port Authority. Many inside Philadelphia City Hall consider him to be most influential at the municipal level, where he has had a hand in securing votes for several current councilmembers, including former Local 98 protege Henon.
Henon, an electrician by trade, served as the local's political director before being elected to City Council in 2011. He represents the city's 6th District that covers the River Wards, Mayfair, Frankford and other lower Northeast Philly neighborhoods. In 2016, Henon was unanimously elected as Democratic majority leader.
A spokesman for IBEW Local 98 did not respond to a request for comment.
Philadelphia Mayor Jim Kenney, who received campaign support from IBEW, defended the union's right to contribute to his mayoral campaign.
Speaking to reporters at a different event Wednesday morning, Kenney said he was "sad" and disappointed by the federal charges, but is not worried that anyone in his administration will be implicated.
"We’ve had conversations with the U.S. Attorney’s Office and there’s no one in the administration or myself or anyone that is involved in that regard," he said.
The mayor recommended that Councilman Henon make the best decision for the people he represents.

Henon issued a statement on his Facebook page shortly after the charges were revealed.

NBC10 obtained a copy of a letter Dougherty sent to union members Monday that touted recent union successes and said he will "continue to be your business manager for the foreseeable future."

4 Things You Should Know From the MTA Budget Hearing
On Wednesday, the MTA sent four of its top executives to Albany for the year’s first budget hearing on transportation where legislators grilled them on accessibility and the agency's overall service.
MTA President Pat Foye, Managing Director Ronnie Hakim, Chief Development Officer Janno Lieber and CFO Bob Foran were all present at the State Senate’s transportation committee budget hearing. However, the MTA did not send NYCT President Andy Byford who authored the $40 billion “Fast Forward” subway modernization plan.
The agency is seeking tens of billions of dollars to modernize and replace signals throughout the subway system.

Congestion Pricing Could Avert Fare Hikes
Foye testified that without congestion pricing the MTA would have to raise fares 27 percent over the next five years — increasing the MetroCard to $3.50.

Accessibility Is “Top Priority”
Transportation Chair Sen. Tim Kennedy asked the MTA about the tragic death of Malaysia Goodson and the MTA’s commitment to accessibility. Goodson was found dead at the bottom of the subway station steps in Manhattan — a stroller with her 1-year-old daughter was still in her arms. Hakim called Goodson’s death “horrific.”
“As a mother this is absolutely tragic and horrific,” she said.
Hakim also explained there is a $1 billion commitment to accessibility, stressing it is a “top priority.” She also said the MTA is working ahead of pace and that Byford has committed to increasing accessibility at an “unprecedented rate.”

“Tap-And-Go” MetroCard Replacements a Soon-To-Be Reality
Straphangers could soon be using new MetroCard replacements that will rid them of the ubiquitous floppy cards. Officials said the MTA will be unveiling its replacement for MetroCards starting in October — years sooner than previously anticipated — with buses on Staten Island. The say the new cards will employ a “tap-and-go” style system in which riders can use there smartphones.
Elevator Maintenance is “Complicated”
When legislator Jo Anne Simon, of Brooklyn, asked MTA officials why the transportation agency was having such a hard time enforcing repairs at about 80 elevators maintained by private developers, the MTA’s answer, in a nutshell, is: it’s complicated.
MTA is Not Satisfied With Its Level of Service
When a lawmaker asked about the transportation agency’s service, about service in general, Foye said they were not satisfied. “We are not happy with the service and we do owe the public an apology. Period,“ he said.

The hearing comes a day after Kennedy said he will take a “very close look” at MTA employees who earn six-figure salaries during a budget hearing scheduled for this week.
“The fact that there are 2,500 individuals that made over $300,000 within the administration deserves a very close look,” Kennedy said. “We are going to be asking questions about that.”
The MTA disputed Kennedy's figures -- and the original New York Times analysis of federal data. According to the agency, subway managers make $240,000, on average -- $135,600 in salary/wage and $104,400 in fringe benefit. All subway workers, on average, make $155,000 a year -- $87,600 in salary/wage and $67,400 in fringe benefit.

The MTA didn't say how many personnel make that $240,000 annually.
For his part, Kennedy said the committee's job "is to hold the MTA accountable."

Fatal Shootings of Black Men Getting Overshadowed by Super Bowl, Family Fears
While thousands of football fans with Super Bowl tickets are converging on Atlanta, two families are mourning young black men who were killed in separate police shootings this month, both of whom are believed to have been unarmed, NBC News reported.
Jimmy Atchison, a 21-year-old father of two, was shot last week after leading police and federal agents executing a warrant on a foot chase. His aunt, Tammie Featherstone, said police put the case "on the back burner because of the Super Bowl," though an Atlanta police spokesman disputed that and said the shooting is still being investigated.
A week before, 18-year-old D'ettrick Griffin was shot while stealing a car at a gas station. It belonged to an off-duty officer; the case is now being investigated by the sheriff's office.
A coalition of civil rights groups has planned a Saturday rally near Mercedes-Benz Stadium, where the Super Bowl will be played, to highlight Georgia's continuing struggles with policing.

By 2020, Latinos Will Be Largest Share of Eligible Voters
Latinos are on track to make up a larger share of eligible voters in the 2020 presidential election, more than the share of eligible voters who are black, according to new data from Pew Research Center.
By 2020, 32 million Hispanics will be eligible to vote, just slightly more than the 30 million voters who are black. For Asians, the population is expected to be about 11 million, more than double what it was in 2000, NBC News reported.
According to Pew, Hispanics are projected to be about 13.3 percent of the electorate — compared to 12.5 percent for African Americans — making it the largest racial or ethnic minority of the electorate for the first time. In 2016, African Americans made up about the same share at 12.5 percent, while Hispanics were 11.9 percent of the electorate.
White voters will continue to make up the largest share of the electorate, 66.7 percent, but the Latino and Asian growth mean that in 2020 about a third of eligible voters will be non-white.

Don't Leave These Items in Your Car in Freezing Weather
Items such as mobile devices and musical instruments can be damaged if left inside a car in freezing temperatures, while canned goods and glass bottles are exploding hazards that could leave you with a sticky mess.
As a deadly polar vortex grips a large swath of the U.S. with record-low temperatures, experts warn these are among the worst items to leave in your car in the frozen weather.
Medication
Some medicines can lose their effectiveness if they freeze, according to the AARP. And liquid medications, like insulin, can separate when it thaws, leading to incorrect or ineffectual dosages. Contact your pharmacist if you have questions.
Cellphones and Tablets
Most cellphones and tablets are susceptible to shutting down in very cold weather, preventing the lithium-ion batteries from discharging electricity and literally freezing your device’s operations, the AARP says. And while the issue is usually fixed when the battery is brought into warmer temperatures, the thawing process can cause condensation inside the unit and short-circuit the battery, potentially voiding your warranty.
Apple recommends operating iOS devices where the ambient temp is between 32 and 95 degrees Fahrenheit, but says it’s OK to store devices in up to minus 4 degrees Fahrenheit. Samsung cites a similar operating and storage range for its phones.
Soda, Beer and Wine
When water freezes, it expands. So, if you have a bottle of wine or can of soda, beer or other water-based liquid in your car it can explode, leaving you a sticky mess. Water and diet soda freeze at 32 degrees Fahrenheit. Regular sodas (with sugar) freeze at about 30 degrees Fahrenheit. The exact freezing point of alcoholic beverages depends on its proof (amount of alcohol per volume). The lower the proof, the warmer the freezing point. Beer that is 5 percent alcohol by volume freezes at 27 degrees Fahrenheit.
Food in Cans or Glass Jars
Canned goods will react similarly to soda if left in a freezing car, the AARP warned. It’s also hazardous for that jar of pickles or salad dressing. Nonliquid canned goods are less prone to burst. If a canned good has exploded, the USDA advises to wrap it in a plastic bag and throw it away "where no one, including animals, can get it."
Fill’er Up
AAA recommends keeping your gas tank at least half full to help prevent condensation from freezing fuel lines. The group says it's also a good idea to check other fluids such as antifreeze.
Musical Instruments
Guitars and other wood instruments can suffer serious damage in cold weather. The Real School of Music says wood can warp, split, or crack, and the strings may tighten or snap. Once an instrument has been damaged by freezing weather, it can be costly — and sometimes impossible — to repair. At the very least, it will need to be retuned. The Real School of Music advises warming up a frozen instrument gradually.

Chicago Is Colder Than Siberia, the South Pole and Mount Everest
When you think of cold weather, the South Pole, Mount Everest, Siberia and Alaska often come to mind – but Chicago is colder than all of those places Wednesday.
As the city is blanketed by a bout of historic cold, temperature highs aren’t expected to rise above -15 degrees. Lows could reach to near -26 Wednesday, nearing the coldest temperature ever seen in the city.

By comparison, the high for Wednesday in Anchorage is 34 degrees and the low is 24. At the Amundsen-Scott South Pole Station, the high temperature is -3 and the low is -8.
A 10-degree high is forecast at the Mount Everest Base Camp, along with a low of -1. Even in Siberia, the high for Wednesday is forecast to sit at 8 degrees, with a low of 5.

NJT Bus Involved in Alleged Hit-And-Run, Injuries Reported
At least two people were hurt Wednesday morning after an apparent hit-and-run accident between a vehicle and an NJ Transit bus in New Jersey's largest city, according to authorities.
Newark police say the crash occurred around 9:55 a.m. They responded to the site of the accident on Nye and Bergen streets.
The bus was operating route 39 from Irvington to Newark. Nine customers and one bus driver were on board, NJ Transit said.
Two bus passengers suffered minor injuries, according to NJ Transit.
Police say the injured were taken to University Hospital.
The driver of the vehicle did not remain at the scene, police say, adding that the collission damaged a traffic signal.
The crash is under investigation.

It'll Be So Cold Thursday That ... Crazy Things Could Happen
Storm Team 4 has been warning New Yorkers for days about how bone-chillingly cold it will get this week as the arctic mass freezing Chicago with -50 degree wind chills heads our way. "So it'll be cold," some of you may think -- "move on."
But what about your rum? And the frogs! Thursday's high is expected to be around 15 degrees with subzero wind chills. Here are some intriguing stats to put this chill into perspective. (For full forecast details, click here.)
It'll be so cold Thursday that ...
- Some New York frogs freeze solid. But don’t worry about them, they thaw out and come back to life in the spring!
- In upstate New York, you could get frostbite from being outside for just 10 minutes, according to the National Weather Service. In New York and New Jersey, frostbite could occur within 30 minutes.
- 40 proof liquor (most rum) will freeze. Anything 40 proof freezes at 22 degrees Fahrenheit
- Mars will feel warm. The high temp on the planet was 19 degrees Fahrenheit Tuesday, NASA said -- higher than temps will be Thursday morning across the tri-state area.
- Boiling water could turn to snow, Gawker says.
- You can make bubbles freeze. When temperatures dip below about nine to 12 degrees Fahrenheit, you can make bubbles freeze -- the trick is to blow them in the air so they freeze as they're falling.
- You might need to urinate more. When the body feels like you might be getting very cold, it starts to constrict blood vessels, causing an increase in blood pressure. The kidney reacts by trying to filter out excess fluid, hence the need to run to the bathroom.
- Your pipes might freeze. The temperature threshold for frozen pipes is 20 degrees Fahrenheit, which is much higher than expected temps Thursday.
- It's colder in New York City than it is in Anchorage, Alaska, where a high of 34 degrees and a low of 24 is expected Wednesday. Meanwhile, the Big Apple is expecting a high of 28 degrees and a low of 5. New York City is expected to be colder than Anchorage, once again, on Thursday. Brrr!

Women Leap on NYC Bus Rider, Man Bashes Him With Gun: Cops
Authorities are looking for two women and one man in connection with a brazen attack on a city bus rider in Brooklyn earlier this month.
Police say the 28-year-old victim was riding a southbound B17 bus shortly before 4 p.m. Jan. 8 when he got into an argument with another rider. It wasn't clear what they talked about, but both men got off the bus at Remsen Avenue and Avenue D.
From there, total chaos ensued. First, the men got physical. Then, two women jumped on top of the victim and started punching him in the head and face, police say. The male suspect then grabbed a firearm from a tote bag and started bashing the victim in the head with it, authorities say.
The victim was taken to a hospital, where he got eight staples to close the gash in his head. Police released surveillance images of the suspects (above). Anyone with information about them is asked to call Crime Stoppers at 1-800-577-TIPS.

مكملات فيتامين “د” تقلل خطر الإصابة بداء السكري
أظهرت دراسة برازيلية حديثة، أن تناول مكملات فيتامين “د” يمكن أن يقلل خطر إصابة الأشخاص بمرض السكري من النوع الثاني.
الدراسة أجراها باحثون في جمعية سن اليأس في أمريكا الشمالية، ونشروا نتائجها، الأربعاء، في دورية (he Journal of the North American Menopause Society) العلمية.
وللوصول إلى نتائج الدراسة، راقب الفريق 680 امرأة برازيلية تتراوح أعمارهن بين 35 و 74 عامًا، وكان الهدف هو تقييم الارتباط المحتمل بين نقص فيتامين “د” وزيادة نسبة السكر في الدم، وكان من بين المشاركات 24 سيدة فقط (3.5٪) يتناولن مكملات فيتامين “د”.
ووجد الباحثون أن مكملات فيتامين “د” تقلل من مستويات السكر في الدم، كما أن التعرض المعتاد للشمس يوفر نفس النتيجة، ما يدل على أن نقص فيتامين “د” مرتبط بارتفاع مستويات الجلوكوز في الدم.
وقال الدكتور جوان بانكرتون، قائد فريق البحث: “إن المستويات المنخفضة من فيتامين د، قد تلعب دورًا هامًا في خطر الإصابة بالسكري من النوع الثاني”.
وأضاف أن “الدراسة كشفت أن مكملات فيتامين د، قد تساعد في تحسين السيطرة على نسبة السكر في الدم، عن طريق زيادة حساسية الأنسولين في الجسم”.
يذكر أن الشمس هي المصدر الأول والآمن لفيتامين “د”؛ فهي تعطي الجسم حاجته من الأشعة فوق البنفسجية اللازمة لإنتاج الفيتامين.
كما يمكن تعويض نقص فيتامين “د” بتناول بعض الأطعمة مثل الأسماك الدهنية كالسلمون والسردين والتونة، وزيت السمك وكبد البقر والبيض، أو تناول مكملات هذا الفيتامين المتوافرة بالصيدليات.
ويستخدم الجسم فيتامين “د” للحفاظ على صحة العظام وامتصاص الكالسيوم بشكل فعال، وعدم وجود ما يكفي من هذا الفيتامين قد يرفع خطر إصابة الأشخاص بهشاشة وتشوهات العظام، والسرطان والالتهابات، وتعطيل الجهاز المناعي للجسم.

تتوقع مديرية الأرصاد الجوية الوطنية، اليوم الخميس، أن يظل الطقس باردا نسبيا بالمرتفعات، مع تشكل سحب كثيفة مصحوبة بقطرات مطرية أو أمطار ضعيفة بكل من منطقة طنجة، والريف، واللوكوس ، فيما ستكون الأجواء غائمة جزئيا بباقي المناطق الشمالية وقليلة السحب إلى صافية بباقي المناطق .
وستنتشر كتل ضبابية خلال الصباح والليل بالسواحل الوسطى والسهول الواقعة غرب الأطلس.
وستهب الرياح معتدلة إلى محليا قوية نوعا ما من القطاع الغربي بمنطقة طنجة، ضعيفة إلى معتدلة شمالية بالأقاليم الجنوبية، ومن القطاع الجنوبي أو الغربي بباقي الأرجاء.
وستتراوح درجات الحرارة الدنيا ما بين 02 – و04 درجات بالمرتفعات، وما بين 04 و09 درجات بالسايس والمنطقة الشرقية والجنوب الشرقي والسهول الداخلية وهضاب الفوسفاط ووالماس ، وما بين 09 و14 درجة بالغرب واللوكوس وسوس والأقاليم الجنوبية وبالقرب من السواحل .
وستتأرجح درجات الحرارة العليا ما بين 07 و12 درجة بالمرتفعات، وما بين 12 و17 درجة بالمنطقة الشرقية والسايس، ومنطقة طنجة واللوكوس والسهول الواقعة غرب الأطلس وهضاب الفوسفاط ووالماس. وستكون ما بين 17 و22 درجة بالسهول الداخلية والسفوح الجنوبية-الشرقية، ومنطقة سوس، وشمال الأقاليم الجنوبية وبالقرب من السواحل ، وما بين 23 و28 درجة بباقي الأقاليم الجنوبية.
وسيكون البحر قليل الهيجان إلى هائج بالواجهة المتوسطية والبوغاز، وهائجا إلى قوي الهيجان ما بين طنجة وطرفاية، وقليل الهيجان إلى هائج بباقي السواحل.

تصريحات مساهل بخصوص الصحراء المغربية .. وزارة الخارجية الأمريكية تُكذب وكالة الأنباء الجزائرية
سقطت وكالة الأنباء الجزائرية مرة أخرى في فخ الكذب الفاضح، بعد أن تضمنت قصاصتها الإخبارية الخاصة اللقاء الذي جمع مساهل يوم أمس الثلاثاء بكاتب الدولة المكلف بالشؤون الخارجية الأمريكي مايك بومبيو، ضمن أشغال النسخة الرابعة للحوار الاستراتيجي بين الجزائر وأمريكا بواشنطن .. تصريحات لم يدل بها وزير الخارجية الجزائري حول قضية الصحراء المغربية.
وفي الوقت الذي نشرت فيه وكالة الأنباء الجزائرية قصاصة تدعي فيها أن أجندة اللقاء شملت التشاور بشأن نزاع الصحراء وأن وزير الخارجية الجزائري جدد موقف الجزائر الداعم للبوليساريو، فإن بلاغ وزارة الخارجية الأمريكية الذي صدر عقب اللقاء لم يشر لهذه النقطة، وهو ما يظهر تشبثث الولايات المتحدة الأمريكية بموقفها الداعم لجهود الأمم المتحدة لإيجاد حل متوافق عليه للملف وتشبثها أيضا بمقترح الحكم الذاتي الذي قدمه المغرب كحل للنزاع والذي كانت الولايات المتحدة الأمريكية قد وصفته بـ “الواقعي.”
ولم يتم إدراج موضوع الصحراء في البيان المشترك الذي نشرته وزارة الخارجية الأمريكية عقب اللقاء، واقتصر البيان على ذكر عبارة “الأمن الإقليمي”، بمنطقة شمال إفريقيا.
وجاء في البيان أن الكاتب في وزارة الخارجية الأمربكية، مايك بومبيو استعرض رفقة وزير الخارجية الجزائرية، عبد القادر مساهل “الشراكة الوثيقة والمثمرة بين الولايات المتحدة الأمريكية والجزائر، وناقشا مجالات التعاون المستقبلي”.
وأضاف البيان أن الحكومتين قد إتفقتا على “مواصلة التعاون لترقية المصالح المشتركة في الأمن الإقليمي، ومكافحة الإرهاب بما في ذلك تنظيمات من قبيل القاعدة و تنظيم الدولة الإسلامية،” مردفا أن الطرفين أكدا على دعمهما للعلاقات التجارية والتجارة الحرة وإقامة شراكة اقتصادية أوثق، علاوة على وجوب تكثيف الجهود في المجالات الثقافية والتعليم، حسب البيان.
وجدد الطرفان خلال أشغال الحوار الإستراتيجي إلتزام الجانبين بعلاقة طويلة الأمد، حيث يتوقعان مواصلة المشاورات حول الملفات التي تم تناولها، يضيف البيان.
يشار إلى أن نائب وزير الخارجية الأمريكي جون سوليفان، كان قد عبر خلال زيارته إلى المملكة في إطار جولة إقليمية بداية شهر يوليوز الماضي، أن مخطط الحكم الذاتي الذي اقترحه المغرب يشكل “خيارا” للوصول إلى تسوية قضية الصحراء.
وقال المسؤول الأمريكي في معرض رده على سؤال خلال لقاء صحفي عقب مباحثات أجراها مع وزير الشؤون الخارجية والتعاون الدولي، ناصر بوريطة، إن “سياستنا في هذا الموضوع لم تتغير. إننا نعتبر أن المشروع المغربي للحكم الذاتي للصحراء يشكل أحد الخيارات الممكنة لتسوية الوضعية”.
ووصف نائب وزير الخارجية الأمريكي مخطط الحكم الذاتي الذي قدمه المغرب بأنه “جدي، واقعي وذو مصداقية”. وأكد في هذا الصدد أن المخطط المغربي “يعد مخططا جديا وواقعيا وذا مصداقية بإمكانه أن يلبي انتظارات ساكنة الصحراء”.
وأشار من جهة أخرى الى أن الولايات المتحدة ستواصل تقديم دعمها لجهود المغرب بغرض إيجاد حل للنزاع تحت إشراف الأمم المتحدة. وسجل سوليفان أن “الشيء الأهم هو أن حوارنا مع الحكومة المغربية حول مخطط الحكم الذاتي، والذي هو جدي وواقعي، سيتواصل” مضيفا أن “تعاوننا يتواصل اليوم وسيتواصل في المستقبل”. وأبرز أن بلاده تؤيد المسسل الدبلوماسي الذي تباشره الأمم المتحدة وجهودها من أجل التوصل الى حل للنزاع، دائم، سياسي ومقبول من لدن الأطراف.
أسلوب التزييف والتحريف والتضليل، قديم لدى سلطات الجارة الشرقية، وهو صناعة تتقنها جيدا دوائر المخابرات والقرار السياسي الذي يوجه كلما يتحرك في الفضاء الجزائري لصالح هوى شرذمة احترفت التزويير والكذب، حتى ولو تعلق الأمر بدبلوماسي أكبر دولة في العالم.
سلطاتالجزائر عندما تكذب على كاتب الدولة المكلف بالشؤون الخارجية الأمريكي فإنها تكذب على نفسها فقط، لأن وسائل الإعلام الدولية لن تأخذ بالتصريح المنشور بوكالة الأنباء الجزائرية، وستعتمد النسخة الموجودة بموقع وزارة الخارجية الأمريكية، وهذا وحده كاف لإدانة الجزائر بالكذب.

رضيع السيدة التي قضت بسبب إنفلونزا الخنازير في ذمة الله
في تطور جديد بخصوص قضية المواطنة التي توفيت بسبب إصابتها بوباء انفلوانزا الخنازير ، نشر زوجها تدوينة محزنة اليوم الأربعاء 30 يناير، يؤكد فيها وفاة إبنه الذي تركته زوجته بعد إصباتها بالمرض الخطير.
ونشر زوج السيدة المسمى سعيد عدني، صورة ابنه الذي أخرجه الأطباء من بطن والدته بعدما اشتد عليها المرض، عن طريق عملية قيصرية، وهو لم يكمل 7 أشهر، قبل أن توافيه المنية . حيث كتب تدوينة مؤثرة جاء فيها، “حبيبي الغالي بلغ سلامي إلى من هام بها فؤادي”.
هذا وكاتت إدارة مستشفى الشيخ خليفة بالدار البيضاء، قد خرجت يوم أمس بتوضيح أكدت من خلاله أن وفاة الأم ناجمة عن أزمة رئوية حادة و سكتة قلبية.
و أضافت إدارة المستشفى بخصوص حالة الرضيع ، أن الأخير تم إنقاذه من خلال عملية قيصرية و حالته الصحية حاليا حرجة ، حيث يرقد بالحاضنة مع التهوية الإصطناعية تحت عناية طبية دقيقة من طرف الأطر الطبية بالمستشفى.
و أضافت إدارة المستشفى أن عمر الرضيع حاليا هو 7 أشهر و يرقد بالحاضنة مع التهوية الاصطناعية وسط مراقبة طبية مشددة في انتظار تحسن حالته.

المجلس الأعلى للحسابات يفتحص ممتلكات الوزراء و البرلمانيين و المنتخبين و كبار المسؤولين
وجه رئيس المجلس الأعلى للحسابات إدريس جطو بلاغا للأشخاص المعنيين بالتصريح بممتلكاتهم قصد ملائمة وضعيتهم مع القوانين الجاري بها العمل و ذلك عبر التصريح بمتتلكاتهم داخل الأجال القانونية و منهم وزراء الحكومة و البرلمانيين و المنتخبين و الموظفين السامين و عدد من مسؤولي الدولة.
و جاء في ذات البلاغ الذي يتوفر “المغرب 24” على نسخة منه ، أن الرئيس الأول للمجلس الأعلى للحسابات ينهي إلى علم السيدات والسادة الملزمين بالتصريح الإجباري بالممتلكات، أن عملية تجديد التصريح الواجبة كل ثلاث سنوات سوف تبتدئ يوم فاتح فبراير 2019 و ستستمر طيلة هذا الشهر طبقا للمقتضيات القانونية ذات الصلة.
ولأجل تنظيم عملية تلقي التصريحات، فقد وضع المجلس رهن إشارة الملزمين بالتصريح بممتلكاتهم تطبيقا معلوماتيا ببوابته الإلكترونية، يمكنهم من خلاله حجز موعد لدى المجلس الأعلى للحسابات أو المجالس الجهوية للحسابات حسب الاختصاص، لإيداع التصريح الإجباري بممتلكاتهم حسب الكيفيات والشروط المفصلة بالبوابة المذكورة.
وفي هذا الإطار، دعا الرئيس الأول للمجلس المعنيين بالتصريح للتأكد من إدراج أسمائهم بقائمة الملزمين التي حصرتها الإدارة التي ينتمون إليها، لدى المسؤول المعين في إدارتهم لهذا الغرض.

مصطفى فارس : 2018 كانت محطة أساسية في مسار التأسيس لسلطة قضائية مستقلة
وأكد فارس، في كلمته خلال الجلسة الرسمية بمناسبة افتتاح السنة القضائية 2019 تحت شعار “القضاء ضمانة للحقوق والحريات”، أن استقلال السلطة القضائية بالمملكة يوطد الثقة، ويضمن الفصل والتوازن والتعاون مع باقي السلط الأخرى خدمة للمتقاضين وللعدالة.
وبهذه المناسبة، سلط الرئيس الأول لمحكمة النقض، الضوء على أهم الأوراش التي اشتغل عليها المجلس الأعلى للسلطة القضائية خلال سنة 2018 ، مستهلا بورش الهيكلة والتخطيط الاستراتتيجي، حيث أشار إلى استكمال هياكل المجلس ووضع مخطط استراتيجي للعشر سنوات المقبلة.
كما ذكر بتعيين 218 من القضاة الجدد بمختلف المحاكم تعزيزا للرصيد البشري، منبها في الآن نفسه إلى ضرورة انكباب المعهد العالي للقضاء بجدية وحزم من أجل إيجاد حلول لإشكاليات التكوين الأساسي والمستمر حتى يتم الوصول إلى شخصية القاضي بكل حمولاتها وأخلاقياتها.
وفيما يتعلق بورش التخليق، أبرز المسؤول، أن سنة 2018 شهدت تشخيصا دقيقا للوضعية القضائية ل 29 محكمة، بالإضافة إلى إعداد 97 تقريرا للتفتيش اللامركزي، واستقبال 6376 شكاية، فضلا عن إحالة 24 قاضيا في إطار مسطرة التأديب أسفرت عن إصدار عقوبات مختلفة تتراوح بين العزل والإنذار وعدم المؤاخذة في حق قاضيين.
وأكد في هذا السياق، حرص المجلس على تكريس قواعد الشفافية ومبادئ المسؤولية والمحاسبة وعدم التساهل أمام الشكايات والوشايات الكيدية، مشددا على أنه لا أحد فوق المحاسبة ولا مجال للإخلال بالثقة العامة.
وبخصوص ورش الدبلوماسية القضائية، أبرز السيد فارس المكانة الكبيرة التي نالتها السلطة القضائية المغربية في العديد من المحافل الدولية، مذكرا بفوز عدد من القضاة المغاربة بمناصب بعدد من المنظمات الدولية بدعم من رئاسة المجلس الأعلى للسلطة القضائية، فضلا عن نيل رئاسة المجلس الأعلى وساما ملكيا بلجيكيا لمجهوداته في مجال التعاون الدولي، وكذا توقيع عدد من الاتفاقيات هذه السنة مع دول عريقة كالصين وبلجيكا.
كما رصد الرئيس الأول لمحكمة النقض، عددا من الاجتهادات الصادرة عن محكمة النقض التي تعكس الحماية القضائية للحقوق والحريات وتجسيد انخراط القضاة في مسيرة الإصلاح بمقاربة واقعية، منها قرارات تتعلق بتكريس مبدأ المساواة والحق في الدفاع والمحاكمة العادلة والمسؤولية والمحاسبة وحماية المال العام وضمان الأمن العقاري والأسري والبيئي وتكريس بيئة آمنة للاستثمار ، وضمان الحق في الشغل وفي الصحة وحقوق الطفل.
